LITTLE KANAWHA AREA DEVELOPMENT CORPORATION

The meeting was called to order by Dan McDonald, President. Those attending included Members: Dan McDonald, Alvin Engelke, Larry McCallister, Ken Stempowski, Bryan Sims, Lention Offutt, Dan Metz, Donnie Pitts (proxy), Keith Wilson (proxy); Staff: Diane Ludwig; Guests: David Barr.
There was no October meeting, due to staff being out of town at a conference. Minutes from the 9/16/02 meeting were read and approved without changes. Motion: Larry McCallister; Second: Lention Offutt.
Financial records, expenditures and current bills were presented for approval. Motion: Lention Offutt; Second: Bryan Sims. Motion approved.
Lavada Williamson from the WV Auditor’s office completed a review of LKADC’s financial records and practices. Her findings and recommendations were outlined in a letter, which the board read and discussed. Changes have been made to the checking account to reflect income and expenditure codes used by the state, in order to make future auditing of financial records easier. Her recommendations also included advising that the organization get a credit card, so that staff would not have to spend money out of pocket and wait for reimbursement when making approved purchases for the organization.
The following parameters were set for use of an organization credit card:
$1500.00 credit limit
No cash advances
Approved uses:
lodging
meals
plane tickets
postage
office supplies
website expenses
Any other uses would have to be approved prior to expenditures being made.
Motion to allow Dan McDonald & staff to apply for a Wesbanco corporate Visa card, utilizing the above parameters: Alvin Engelke; Second: Ken Stempowski. Motion approved.
The board was updated on the status of local projects in both counties and the surrounding area, and apprised of a conversation between staff and Roger Sherman from Mead-Westvaco, concerning the company’s future plans in this part of WV.
There has still been no word from the WV Development Office concerning LKADC’s application for an ARC Flex-e-grant. Nor has there been any news concerning LKADC’s application for microloan funds through the WV Small Business Development Center.
There being no further business, the meeting was adjourned. The next meeting will be Monday, December 16, 2002, in Grantsville.
